Request for Administration Proposals – CDBG Grant #26DB-N02
The Town of Esto is requesting proposals from qualified individuals or firms to provide Grant Administration Services for a Florida Small Cities Community Development Block Grant (CDBG) in the Neighborhood Revitalization category.
The Town has been awarded Grant #26DB-N02 in the amount of $949,692. Funding will support water system improvements and park improvements.
Scope of Services
Administration services will include comprehensive project management, including:
- Compliance with CDBG programmatic requirements
- Environmental review compliance
- Financial tracking and reporting
- Monitoring labor standards
- Reviewing policies and procedures
- Required reporting
- Project closeout
Proposal Evaluation Criteria (100 points total):
- Successful CDBG Program Experience – 30 points
- Proposed Approach – 25 points
- Familiarity or Ability to Learn Local Conditions – 25 points
- Qualifications of Project Staff – 15 points
- Fee – 5 points
Submission Requirements:
Submit one (1) original and five (5) copies of a sealed proposal clearly marked:
“RESPONSE TO THE TOWN OF ESTO REQUEST FOR ADMINISTRATION PROPOSALS”

The contract is contingent upon grant award and release of funds by the funding agency.
Pursuant to Section 287.133(2)(a), Florida Statutes, entities on the convicted vendor list may not submit a proposal.
