Town of Esto Council Election – December 1, 2025

The Town of Esto Council Election will take place on Monday, December 1, 2025, in accordance with the Town Charter, which sets Election Day on the first Monday in December. Voting will be held at Esto Town Hall (3312 Second Avenue South) from 7:00 AM until 7:00 PM.

Seats on the Ballot

This year, four of the five council seats will appear on the ballot:

  • Seat 1 – Council Member Phyllis Reif was appointed in August 2025 following the resignation of Krystal Bien. The term for this seat ends in 2025.
  • Seat 3 – Council Member Heather Huckaby was appointed in 2025. This election will determine who serves the remainder of the term, ending in 2027.
  • Seat 4 – Council Member Joshua Davenport was appointed in August 2025 after the passing of Council Member Maxie Yates, who was elected in 2023 for a term through 2026. This seat must now be filled by election.
  • Seat 5 – Council Member Teresa Harrison was elected in 2022 for a three-year term expiring in 2025.

Candidate Qualifying

The qualifying period will run from Monday, September 1 through Friday, September 5, 2025. Esto Town Hall will be open 7:00 AM through 1:00 PM daily during this week for candidates to file their paperwork.

To qualify, candidates must:

  • Have resided within Esto’s town limits for at least six months
  • Be a legally qualified voter of the Town of Esto
  • Be current on all payments due to the Town

The Esto Town Council has changed the regular meeting time from 7:00 PM to 6:00 PM on the third Tuesday of each month. This change will take effect beginning with the July meeting. Meetings are held at Esto Town Hall, 3312 2nd Avenue South, Esto, FL 32425.

Community Development Block Grant Application Second Public Hearing and Fair Housing Meeting

The Town of Esto will conduct a second public hearing on Tuesday, April 15, 2025, at 6:00 p.m. at Esto Town Hall, located at 3312 2nd Avenue, Esto, Florida, to discuss the submission of an application for a Community Development Block Grant (CDBG).

The purpose of this hearing is to provide citizens with information regarding the proposed application, review eligible grant activities, and obtain public input on community development needs and priorities. This meeting will also include a Fair Housing discussion to fulfill requirements of the CDBG program.

All members of the public are invited to attend. Persons requiring special accommodations to participate in the hearing should contact Esto Town Hall at (850) 263-6521 at least 48 hours in advance.

Community Development Block Grant Application First Public Hearing Notice

The Town of Esto is considering applying to the Florida Department of Commerce for one or more Small Cities Community Development Block Grants (CDBG) for the FFY 2023 and 2024 application cycle.  Each grant is expected to not exceed $2,000,000.  CDBG funds may be used for one of the following purposes: 1. To benefit low and moderate income persons; 2. To aid in the prevention or elimination of slums or blight; or 3. To meet other community development needs of recent origin having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and where other financial resources are not available to meet such needs.  The categories of activities for which these funds may be used are in the areas of housing, neighborhood revitalization, commercial revitalization, or economic development and include such improvement activities as acquisition of real property, loans to private-for-profit business, purchase of machinery and equipment, construction of infrastructure, planning/design, rehabilitation of houses and commercial buildings, and energy conservation. 

In developing an application for submission to Florida Department of Commerce, the Town of Esto must plan to minimize displacement of persons as a result of planned CDBG activities.  In addition, the town is required to develop a plan to assist displaced persons.  A public hearing to receive citizen views concerning the community’s economic and community development needs will be held on April 3, 2025 at 6:00 p.m. (CST), or as soon thereafter as may be heard, at the Town of Esto Town Hall located at 3312 2nd Avenue South Esto, FL 32425.  Additional information regarding the range of activities that may be undertaken with funding from the CDBG grant program will be provided at the public hearing.  Additional information may also be obtained prior to the Public Hearing by contacting Ben Tew, Town Clerk at 850-263-6521. The public hearing will be conducted in a handicapped accessible location.  Any handicapped person requiring an interpreter for the hearing impaired or the visually impaired or requiring any other special accommodation should contact the city at the phone number listed above at least five calendar days prior to the meeting so that arrangements can be made for an interpreter or other special accommodation.  Any non-English speaking person wishing to attend the public hearing should contact the city at the phone number listed above so that arrangements for a language interpreter can be made. Citizen Advisory Task Force Meeting Notice

The Town of Esto will conduct a meeting of its Citizen Advisory Task Force (CATF) at Town Hall located at 3312 2nd Avenue South Esto, FL 32425 on April 3, 2025 at 5:30  p.m. (CST) or as soon thereafter as may be heard.  The CATF will meet to discuss project options for the Community Development Block Grant program.  For more information concerning this meeting, contact Ben Tew. UPDATE: Precautionary Boil Water Notice Lifted

TO:      RESIDENTS OF TOWN OF ESTO

UPDATE: The town-wide precautionary boil water notice issued on January 9, 2025 is lifted following the receipt of satisfactory bacteriological tests showing Esto’s water is safe to drink. If you have any questions contact the Town Hall at 850-263-6521 (open Mon-Thu from 8AM-1PM).

A LOSS OF PRESSUE IN THE ESTO WATER SYSTEM OCCURRED ON THURSDAY, JANUARY 09, 2025. THE PRESSURE LOSS WAS CAUSED DUE TO A POWER OUTAGE AT ESTO’S WATER WELLS. 

THEREFORE, AS A PRECAUTION, WE ADVISE THAT ALL WATER USED FOR DRINKING, COOKING, MAKING ICE, BRUSHING TEETH, OR WASHING DISHES BE BOILED.  A ROLLING BOIL OF ONE MINUTE IS SUFFICIENT. AS AN ALTERNATIVE BOTTLED WATER MAY BE USED.

THIS “PRECAUTIONARY BOIL WATER NOTICE” WILL REMAIN IN EFFECT UNTIL A BACTERIOLOGICAL SURVEY SHOWS THAT THE WATER IS SAFE TO DRINK.

Public Hearing – Ordinance 2025-01

Notice is hereby given the Town Council of the Town of Esto, Florida, will hold a public hearing for the purpose of enacting ORDINANCE 2025-01: AN ORDINANCE OF THE TOWN COUNCIL OF ESTO, FLORIDA, PROHIBITING SMOKING AND VAPING IN PUBLIC PARKS WITHIN THE TOWN. at its meeting to be held at 7:00 PM on January 21, 2025, at Esto Town Hall, 3312 2nd Avenue South, Esto, Florida. The proposed ordinance may be inspected at Esto Town Hall during regular hours of business.

Interested parties may appear at said meeting at said time and place and be heard with respect to the proposed ordinance. A business impact statement can be found on the town’s website: estoflorida.com. If any person decides to appeal any decision made with respect to any matter considered at such public hearing, he or she will need a record of the proceedings, and for such purpose, he or she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be used.

The Town of Esto is excited to announce a job opening for a skilled Water Operator to oversee our water treatment operations and distribution system. This is a contract position with a monthly salary, requiring no more than 20 hours of work each month, offering flexibility to fit your schedule.

Key Responsibilities

  • Supervise the operation of water pumping and treatment equipment.
  • Monitor and record data, ensuring compliance with federal, state, and local regulations.
  • Conduct water sampling and perform basic tests to ensure safe drinking water for our community.
  • Maintain and repair water treatment facilities and equipment.
  • Prepare and submit monthly operational reports.

Qualifications

  • A valid Florida Class “C” or higher drinking water license is required.
  • High School Diploma or GED.
  • Knowledge of SCADA systems and water treatment regulations.

Additional Information

  • Must be available for on-call emergencies.
  • The role may involve physical activities and exposure to various environmental conditions.

Esto Water Rate Increase January 1, 2025

part of our ongoing commitment to ensuring the reliability and sustainability of Esto’s water infrastructure, the town implemented a Revenue Plan in 2021. This plan, developed in collaboration with the Florida Rural Water Association, aims to secure the long-term viability of our water resources and guarantee the continued delivery of high-quality water services to every household and business in our community.

The revenue plan called for periodic increases to the town’s water rates. Starting on January 1, 2025 there will be an adjustment to our water rates. This change is necessary to ensure the continued availability of clean, safe, and reliable water services for all residents of Esto. The revised water rates will be as follows:
