Town Council Meeting Recap – January 20, 2026

The Esto Town Council met on January 20, 2026, and took action on several important matters affecting the Town’s leadership, ongoing grant projects, and future planning.

Council Membership Updates

Donna Davis was officially sworn in and joined the Town Council, filling Seat 5. Ms. Davis was a candidate in the 2025 municipal election and won the seat unopposed. Seat 5 was previously held by Teresa Harrison, who chose not to seek reelection.

Council Member Heather Huckaby submitted her resignation from the Town Council effective January 20, 2026. Ms. Huckaby joined the Council in 2025 and was elected to complete the remainder of Seat 3’s term through 2027.

As a result, Seat 3 is now vacant, along with Seat 1, which has remained vacant since Phyllis Reif resigned in October 2025. Residents with an interest in serving on the Town Council are encouraged to speak with a current council member or contact Town Hall for more information.

Council Leadership for 2026

The Council selected its officers for the 2026 calendar year:

  • Greg Wells (Seat 2) was elected Council President
  • Joshua Davenport (Seat 4) was elected Vice President

Grant and Engineering Actions

The Council awarded Requests for Qualifications (RFQs) related to the Town’s Community Development Block Grant (CDBG) project:

  • CDBG Administration: Andy Easton & Associates
  • CDBG Engineering: Alday-Howell Engineering, Inc. of Marianna, Florida

In addition, the Council awarded an RFQ for Continuing Engineering Services to Alday-Howell Engineering, Inc.

Ordinances and Other Discussions

The Council approved two ordinances on first reading:

  • Ordinance 2026-01: Unopened Rights-of-Way Abandonment
  • Ordinance 2026-02: Rescinding Local Planning Authority

The Council also discussed planning for the 2026 Two-Toed Tom Festival and the potential sale of the former Lamb’s Junkyard property.
