Cross-Connection Control & Backflow Prevention
The purpose of the Cross-Connection Control and Backflow Prevention program is to protect the Town of Esto’s water supply from contamination by harmful waterborne diseases and other contaminants. This program ensures that water — once it has entered private plumbing systems — does not flow back into the public water system, where it could pose a risk to other customers.
In compliance with Florida Department of Environmental Protection Rule 62-555-360-1, the Town of Esto requires all commercial businesses to install backflow prevention devices. These devices are essential to ensure that water flows in one direction, preventing potential contamination of the public water system. Residential customers with irrigation systems must also meet Cross-Connection Control and Backflow Prevention requirements.
All commercial water customers must have their backflow prevention valves tested by a certified professional by December 31st each year. This testing is vital to ensuring the safety of the water supply. If you don’t have a certified tester, you can contact the following professionals:

If your facility does not pose a risk of cross-contamination, you may request an inspection from the Town’s Public Works Director to obtain an exemption letter.
The annual backflow test certificate must be submitted to Esto Water Works to ensure compliance. Customers who do not meet these requirements risk having their service disconnected. Failure to conduct the required testing, maintain a functional backflow prevention device, or secure an exemption letter will result in the termination of water service until the issue is resolved.
